The governing body of the city declares that it is unlawful for any owner, lessee, occupant or person in charge of the premises in the city to possess and maintain any domestic, wild, or exotic fowl within the city limits. This provision shall not apply to:

(a)   Any person licensed to practice veterinary medicine and operate a veterinary clinic within the city limits.

(b)   Marshall County Fair Board operating on Marshall County Fairgrounds.

(1)   Livestock sales.

(2)   Circus.

(3)   Rodeos.

(4)   4-H Club activities.

(c)   Any 4-H or school project if any person who is involved in 4-H or a school project applies for and is granted a permit from the city clerk. This permit may be revoked at any time by the governing body.
