Article 4. Personnel Policy and Employee Benefits
There is hereby incorporated by reference for the purpose of establishing employee personnel rules and regulations the document entitled “Uniform Personnel Rules and Regulations for the City of Blue Rapids.” One copy of said document shall be marked or stamped “Official Copy as adopted by the Code of the City of Blue Rapids” and which there shall be attached a copy of this section. Said official copy shall be filed with the city clerk and shall be open to inspection and available to the public at all reasonable hours. All departments of the city shall be supplied with copies of such rules and regulations as may be deemed necessary.

(a) The City, in accordance with the provisions of K.S.A. 12-16,102, does hereby establish an Employee Benefits Contribution Fund for the purpose of paying the city’s share of employee benefits as it pertains to the self-funding of medical, heath, dental and hospitalization benefits.
(b) The City shall determine the medical, health, dental and hospitalization insurance plan for covered employees and the level of self-funding benefits, including the amount of any co-payments to be made by the covered employee.
(c) The City will pay its share of the self-funded employee benefits for medical, health, dental and hospitalization into an financial account at a banking institution as may be designated by the City. Such funds shall be subject to the limitations on investments of municipal funds as set forth in K.S.A. 12-1675.
(d) The City shall be authorized to make distributions into the Employee Benefits Contribution Fund from time to time as may be necessary or appropriate to provide for the payment of medical, health, dental and hospitalization benefits not otherwise covered by the medical and health insurance plan provided by the City. The City will designate a third-party administrator to process the claims and make payments from the Employee Benefits Contribution Funds.
